RFB OPUD-WHEATLAND REGIONAL WASTEWATER TRANSMISSION AND TREATMENT FACILITY PROJECT, PHASE 1 – Contract No. 2 OPUD Pump Stations and Pipelines

OPUD BOARD OF DIRECTORS have approved the bid release for OPUD-WHEATLAND REGIONAL WASTEWATER TRANSMISSION AND TREATMENT FACILITY PROJECT, PHASE 1 – Contract No. 2 OPUD Pump Stations and Pipelines on February 5th, 2026 (Contract No. 2 of 3 - Contract No. 1 has already been issued for bid by the City of Wheatland).

Please make sure to follow instructions (referred to when bids comes out) and be aware of due dates and required items, such as self guided inspection requirements (see attached), mandatory Pre-Bid Meeting details and requirements, along with when questions are due for the two addenda. We are on a tight schedule and plan to adhere to the following schedule. We are providing this information ahead of time so you are aware of our project bidding details, requirements and when and how to view and download bid documents and other materials via Public Purchase to make it as streamline as possible. Bids will be released at the location below (this location will be the only location project bid documents will be published and available – please follow attached PDF for directions). Below are highlights based on OPUD’s staff report provided at today’s OPUD Board Meeting pertaining to Contract #2:

In accordance with the Contract Documents, the work (“Work”) includes furnishing of all labor, materials, tax, equipment, incidentals and services for the construction and completion of the Contract No.2 OPUD Pump Station and Pipelines (“Project”). The Project includes but is not limited to required modification to existing pump station, construction of a new pump station, construction of new 12-inch to 36-inch force mains including six (6) trenchless crossings, pipelines which also include boring under HWY 65 & 70, connections to pump stations where Contract No.1 for Wheatland Pump Station and Pipelines force mains end, final connection point at OPUD wastewater treatment plant (via replacement of existing manhole with new), construction of two automatic control valve stations, installation of all pump controls instrumentation and electrical work, and construction of all site improvements, landscaping, drainage improvements, temporary controls, erosion control, traffic control, permitting, and all other additional work as needed to construct a complete and operational project as specified in these Contract Documents.

The Contract Time for the completion of the work (excluding start-up and testing) is 624 calendar days. Final completion shall be 152 days after substantial completion.

PROJECT ESTIMATE: Project cost is estimated at $54.75 Million

Below are key highlights of the project. Given that there is less than a week between bid opening and the first self-guided inspection date and only one week before the pre-bid meeting, we at OPUD wanted to make sure prospective bidders begin scheduling internally with your staff/company regarding the SELF GUIDED INSPECTION (on 2/11 or 2/12) and MANDATORY PRE BID MEETING (on 2/12 from 10 AM to noon, 12 PM) and are providing the attached documents..

PLEASE NOTE: All potential Bidders MUST sign in with the District/OPUD (see times and locations for sign in) before starting the self guided tour. Attached please find the Self-Guided Tour Map. IF YOU DO NOT SIGN IN ON THE DATE/s OF ALLOWED SELF GUIDED INSPECTION, YOU OR YOUR COMPANY WILL NOT BE ELIGIBLE TO SUBMIT BIDS. This is an important instruction that must be followed.

For Contract No. 2, OPUD schedule is presented below. Please note that the dates and times shown for the Self Guided Inspection are the only times available; no other times are available. Contractors must read and provide OPUD staff with a signed Access, Indemnity, and Release Agreement form prior to starting the self guided inspection. All attendees taking the self guided inspection must sign this agreement and provide OPUD staff a hardcopy of the signed form prior to starting the inspection.

  • February 11, 2026 (Self Guided Inspection) - Contractors must check in at OPUD office, 8 AM to 3:30 PM. (1970 9th Ave., Olivehurst, CA 95961)
  • February 12, 2026 (Self Guided Inspection) - Contractors will check in the Olivehurst Youth Center, 8 AM to 3:30 PM, excluding Pre Bid Meeting of 10 am to noon 12 PM. 1966 9TH Ave., Olivehurst, CA 95961
  • February 12, 2026, 10 am OPUD Youth Center: - Mandatory Pre-Bid Meeting (1966 9th Ave., Olivehurst, CA 95961 – OPUD Youth Center) – 10 AM TO 12 PM
  • February 20 2026: - Addendum #1 Close Date
  • February 27, 2026: - Addendum #1 issue date
  • March, 06, 2026: - Addendum #2 Close Date: (No additional questions allowed after this date)

Note: Any questions, inquires and documents related to the Project must be submitted and downloaded online via Public Purchase, when the bid is released. This bid will be released on February 5th  2026. As noted above, the MANDATORY Pre-bid meeting is on Thursday, 2/12 at 10 AM at the Olivehurst Youth Center (address noted above) .
